OmniPatch Create allows a mapmaker to create a patch between an old and a newer version of his or her plugin.

The resulting patch file will be significantly smaller than the full plugin size. Users can then apply the patch to the previous version of the plugin, to generate the new version, using OmniPatch Apply.

(OmniPatch is not limited to plugin files, and can be used to make patches between any two files.)
